Need proof? If you walk around London these days and ask people to say “think,” you might hear “fink.” The term “innit” is also used instead of “isn’t it.” They started out as slang terms, or as features of an accent, but are quickly growing to become commonly accepted. This is the English language evolving before our very eyes.
No, it is not. Nor was it ever a feature of an accent. This is quite simply a dialectal feature, and always has been, and always will be. Also, it is not becoming widely accepted at all.
I have many more word to expend on this subject, but not at 6am. More sometime in the future.
Related point: I hate the way the Internet has enabled people who know fuck-all about something to have an opinion on it, and state it as fact.
